AI Chatbots Provide ‘Misleading and Partial’ Voting Advice, States Netherlands Regulator

AI assistants are proving to be “unreliable and clearly biased” when providing election recommendations, the Netherlands’ data watchdog has stated, issuing warnings about a possible risk to democratic processes just over a week before national elections.

Testing Reveals Repeated Partiality in AI Suggestions

The quartet of AI assistants tested by the AP “frequently recommend identical two parties”, irrespective of the user’s question or command, the regulator explained in a report published ahead of the late October vote.

For over 50% of instances, the chatbot suggested either the right-wing PVV of Geert Wilders or the leftwing GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.

Some parties, such as the centre-right CDA, “are rarely ever cited”, despite the fact that the user’s input exactly matches the positions of these political entities, the study indicated.

Official Warns Against Relying on AI Assistants for Election Advice

The deputy head of the AP, Monique Verdier, stated that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a political group that might not correspond to their political views, she added.

“This immediately affects a fundamental pillar of democracy: the integrity of free and fair elections,” said Verdier. “We therefore warn against employing AI assistants for election recommendations, as their functioning is opaque and hard to confirm.”

Election Context and Political Landscape

The Dutch head to the polls on 29 October in an election that will be closely watched around Europe for the performance of the Freedom party.

The right-leaning group of Wilders is ahead in surveys but the gap to the GroenLinks-PvdA and CDA appears to be narrowing, with many voters still undecided.

Every significant political faction have rejected a coalition with the Freedom party, implying the party that comes second is highly probable to supply the future head of government.

Unintentional Bias Attributed to AI Operation

The AP emphasised that the bots were not deliberately biased, and that their “noted flaws” are a result of the way AI chatbots operate.
